The government in the later years of Northern Sung Dynasty is corrupt. Bad officials fill most of the government posts and the people suffer a lot. Official Leung of the Tai Ming Prefecture wants to please the premier Choi King. He squeezes money from the people so as to send the birthday gifts to King. Sheriff Ho To convoys the gifts through Pui Prefecture safely, Yeung Chi is assigned to continue the duty. Prosecuted by crooked official and a corrupt authority, Lau Tong liaises with Chiu Koi, Ng Yung, the Yuen brothers, and Pak Shing to seize the birthday booty presented to Choi King by Minister Leung. With Lau Tong, Ng Yung, Kungsuen Sing, Pak Shing, Yuen's brothers and the others, Siu Koi plans secretly to capture the gifts.
