A famous Hong Kong underworld member, Yip Chau, saved the life of a triad leader Yeh Mo, but was sent to prison for it. After his release eight years later, Yip Chau seeks Yeh Mo and asked for US$1 million, which he promises to repay in double a year later. He wants the money for his "war" chest to rise again in Hong Kong! Yip Chau secretly meets with the best of the legal, financial and media world, including his two buddies Grizzly and Crazy, and immediately starts a series of plans to pave the way for his return to Hong Kong.
